Our responsibility as citizens is if we see something, we say something. in 1964 a women named Kitty Genovese was murdered near her apartment. She screamed as her murderer attacked her. Many people heard her screams and looked out their windows, but didn't do nothing, they just though someone else might do something. After a while a man screamed to let her go, this scared the attacker and left, but Genovese was already on the floor hurt and couldn't run away. Later the attacker realized no one called then cops so he came back and finished what he had stared and murdered Genovese. This woman was part of a community and she could have lived if her neighbors would have at least called the cops. That is what a decent Samaritan would have done. A citizen must help its community and helping the cops end crime is a citizens duty. In New York it is not required to be a decent Samaritan that's why many people argue it is not part of a citizen's duty. However something doesn't have to be required in order to do, because a good citizen helps its community without being told.
